    "content": "Part IV of the Bill is about Scrutiny of Statutory Instruments by a county assembly. It is provided for seven sitting days for scrutiny of a statutory instrument before a county assembly. There will be sufficient time for proper scrutiny and input. So, by the time a statutory instrument is implemented, it will have the support of all the people in a county. Therefore, apart from enhancing accountability, it will increase and enhance proper management of resources in the counties."
