    "content": "Madam Temporary Speaker, I thank the Committee for coming up with such a wonderful Bill. As I said in the beginning, this Bill speak to many issues affecting our counties. For example, a few minutes ago, Sen. Cherargei spoke about cases of divisions when it comes to supplementary budgets. We cannot blame MCAs because it is because of lack of understanding. However, if we enact this Bill into the Act, there will be legal instrument to guide them on what to do."
