County assemblies will be lucky enough because they are unicameral, but the bicameralism we have at the national level can trigger a lot of conflict. As we legislate for the counties, let us make sure that we have taken care of our interests. If we do not do so, then we will have situation where it will depend on the mood of either House for a statutory instrument to be passed."
