    "content": "As we go to the Legislative Summit in the wonderful City of Kisumu, I hope the organisers will not put us in the Big Four Agenda straight jacket. We went to Kirinyaga County to discuss the Big Four Agenda, which is a national Government initiative. We need now to go back to the Constitution. Whenever we sit down in a devolution conference or legislative conference we need to go back to the Fourth Schedule of the Constitution and focus on the function that have been allocated to the Senate and county assemblies. That way, we will make sense. If we go there to talk about the Big Four Agenda and projects where we do not even have a budget line, it will not augur well for us. If we continue complaining that the national Government is implementing projects without our involvement and participation, we will spend an entire week in Kisumu City lamenting rather than coming up with solutions."
