    "content": "Madam Temporary Speaker, given the great passion and the level of knowledge in terms of this issue, and considering how weighty it is, it has been canvased very well by different Senators. Therefore, not only should we expedite its passing, but I want to be on record in this House as requesting our sister House not to delay it. It is a timely Bill. It is an idea whose time has come. It is something that will make a difference, not only for the Committees on Delegated Legislation in the county assemblies, but also in terms of the executives, to ensure that they also know the rules of making those regulations. This Bill gives them a benchmark of what to consider when they want to make those regulations. This Bill also supports the executives, not only the county assembly.
