    "content": "Mr. Speaker, Sir, I can give that assurance, particularly in the light of the new Constitution which gives primacy of place to gender. I know that in the armed forces, the story has been that you better have men who can fight better than women. But I think we have all been proved wrong. We are now moving in that direction. Under the new Constitutional dispensation, I want to give an assurance that this imbalance because it is one against seven, I think we will have to do better with regard to gender. With regard to the divisions, I also note that. But clearly, all of them are from one constituency. I think that is where it all begins. All of us, as Members of Parliament, should give some appreciation to the Prisons Department for ensuring that every constituency is represented in the training that is ongoing."
