    "content": "Clause 17 of the Bill be amended─ (a) by deleting subclause (3) and substituting therefore the following new clause─ “(3) The County Executive Committee member may─ (a) issue a license where the applicant meets all the requirements set out in the prescribed regulations; (b) decline to issue a license for the conduct of a warehouse where the County Executive Committee member establishes that─ (i) the warehouse is not suitable for the proper storage of agricultural commodities; (ii) the operator is incompetent to conduct such warehouse in accordance with this Act and the regulations made hereunder; or (iii)there is any other sufficient reason within the purposes of Act for not issuing such licenses. (b) by inserting the following new subclause immediately after subclause (4) ─ (4A) A person who operates a warehouse under the Warehouse Receipts System without a license issued by the county executive committee commits an offence."
