    "content": "Mr. Speaker, Sir, on 6th December, 2018, I presented a Petition from contractors in Kitui County with regard to pending bills. The ruling of the Speaker was that the Committee on Finance and Budget was supposed to give us a response on that matter not later than 2nd March, 2019. Almost two weeks after the deadline, I have not received any communication. Likewise, the petitioners have also not received any communication. I, therefore, seek your guidance on how to deal with this matter because the petitioners are in real trouble. They are really suffering for non-payment of monies due to them owing to contracts that they were given by the county government. I thank you."
