    "content": "Mr. Speaker, Sir, let me also contribute to this very important Statement read by Sen. (Dr.) Zani. Devolution is now six years old and it is time to take stock and see what is happening. This is because we are also realising that ministries are growing bigger at the headquarters; for example, the Ministry of Health, which is almost 90 per cent devolved and it is growing in terms of its budget and staff. The same applies to the Ministry of Agriculture, Livestock and Fisheries.
