    "content": "Madam Temporary Speaker, I want to add my voice on the same Clause 5(2)(a), that: “Without prejudice to the generality of sub-section (1), the Authority shall – (a) in consultation with the Cabinet Secretary, initiate the formulation of policies and make rules to regulate the tea industry.” Tea, being in agriculture and largely a devolved function, I would have wished that it be in consultation with the Cabinet Secretary (CS) and governors in the tea growing areas be involved."
