    "content": " Thank you, Hon. Temporary Deputy Speaker. I support this Motion that is asking this House to approve the appointment of seven members to the NG-CDF Board. I will start by addressing myself to the contentious issue that was raised by Hon. Oundo regarding regional representation and ethnic diversity. The truth is that our Constitution expects us, as a House and peoples’ representatives, to ensure that the constitutional provisions are followed. One of the constitutional provisions is gender. Looking at the nominees, there is fair gender distribution. We have three women and four men. That meets the constitutional threshold. There is also a requirement that when you are making an appointment of public officers, you must consider regional representation and ethnic diversity. We cannot run away from that fact. Regional is spelt out as regional and ethnic is equally the same. I have heard a discussion with some of my colleagues who have expressed fear that the former Coast Province has not been represented in this list. That is a fact. There is also the fear that the former Western Province is not included. Those are issues that, as a house, we must engage our minds to. We cannot ignore those concerns."
