    "content": "With regard to the issue of arrears, as raised by Hon. Members, that needs to be addressed by this board. I am happy about what members have proposed. Hon. Members have experience on the issue of arrears, some of which date back to five years. There is need for us, as a House, to push through that proposal. I appreciate the work that has been done by the NG-CDF nationally. It has changed the lives of Kenyans. I always say that the NG-CDF is doing more than the county governments. If you go to constituencies, the projects that can be easily identified are those implemented using the NG-CDF."
