    "content": " It is good for Members to acquaint themselves with the Standing Orders of the House. Once a Member has contributed on a Motion, the Member cannot move any amendment to it. The amendment was approved by the Hon. Speaker because he was not aware that the owner of the amendment had already contributed on the Motion. Therefore, the net effect of that amendment is that it is dead on arrival. I also tried to move an amendment, but being a seasoned Member of the House, I understand the rules. That is why I delegated it to my Vice-Chair to move it. Therefore, the amendment by the Member is dead on arrival. That is the rule."
