What is coming out clearly from the Member who has attempted to move an amendment after he had already debated on the Motion is misleading the House. He cannot purport not to have spoken on the Motion and use a different name to apply for an amendment. I do not know why it is so serious to him that he has to speak. Why can he not transfer whatever amendment he has to a different Member because the Motion is still under debate?"
