    "content": " I rise to acknowledge the Member for Kikuyu as a man who is gifted in what he knows best, but if we go the direction we are going, we are going to do two things: We are either going to debate a Report which has not been moved or we are going to throw poison into something which we do not know because it has not been moved. We have not discussed it with fairness of mind. Is it in order that, we as Members of the plenary, proceed the way we are when the Chair has already given what I think is a reasonable course of action to take?
