"content": "Hon. Members, our rules of procedure on admissibility of Papers, which thereafter become records of the House, do not envisage the possibility of electronically obtained documents. However, this is now a reality in this age of information Communication technology (ICT). In this regard, hon. Members, you will remember that I indicated that I would rule on the admissibility of the Paper ostensibly from the AU today. I have confirmed that there is a similar Press Release on the AU website ww.africaunion.org.dop. It is similar in form, content and text. I, therefore, have no doubt that the paper laid by the Minister for Foreign Affairs titled âPress Release No.119/2010â is obtained from the AU website. I, therefore, rule that the Paper is admissible and will form part of the records of the House. Thank you."
