In fact, without a birth certificate, one cannot acquire an ID or passport. If this is happening in what are erroneously described as high potential counties such as Vihiga, you can imagine what people are going through in Marsabit, Mandera, Wajir, Turkana, Samburu, Baringo and all those other neglected counties."
