    "content": "Mr. Deputy Speaker, Sir, the North Rift is the hub of athletes. Most of them have to travel to Nairobi or Kisumu and waste a day or so, in order to acquire a passport. You have to note that athletics is the pride, hallmark and trade mark of Kenya as a country across the world. Therefore, when they waste 24 hours or two days travelling to Nairobi or to Kisumu, they waste a lot of valuable time which they would have used for training and preparing for international competitions. I, therefore, request that this matter be treated with the urgency that it deserves so that our young men and women, who are athletes and want to travel to countries in Asia, Europe, America and the rest of Africa, do not have to waste their day coming to Nairobi or Kisumu simply to look for a simple document. Mr. Deputy Speaker, Sir, even as we discuss about Huduma number, the NIIMS or creating Huduma Centres as one stop shop of providing passports, it should be treated with the urgency it deserves so that our people---"
