"content": "Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to also contribute to this important Bill. The Ministry is supposed to be in charge of financial discipline in the Government. What I have seen is that the Ministry is trying to reduce--- If you look at the history of budgeting and financing of programmes, you will find that it is a matter of trying to reduce the amount of money being spend on Recurrent Expenditure vis-Ă -vis Development Expenditure. I hope that as we go along, the Deputy Prime Minister and Minister for Finance will take into account the sectors that will revitalize the economy such as education, health and infrastructure like roads. Mr. Deputy Speaker, Sir, we have been talking about pending bills. It would have been wise this time for the Deputy Prime Minister and Minister for Finance to provide money so"
