    "content": "Thank you, Madam Temporary Speaker, I would like to thank Sen. Wetangula form bringing up this issue. I would like to join my colleagues who said that this is actually not a hunger issue but a moral issue. We know very well we are in times of climate change where we have to actually monitor our climate seriously; that is why we have the National Drought Management Authority (NDMA) doing that. I know at the counties they have county steering groups where NDMA gives these briefs. So nobody can say they woke up one day and found there was hunger. As it has been said, since October last year we have been having these briefs and there is no way one can say this thing was not forecasted.
