But I agree that it is important that line Ministries to try and move towards implementing their programmes as per the approvals that have already been given. Mr. Deputy Speaker, Sir, there was the issue of audits and audit reports. It is difficult for the Treasury to micro-manage line Ministries. Once line Ministries have their allocations, they are supposed to, indeed, implement and use those resources in a manner in which they have been approved and also exercise financial discipline. The Controller and Auditor-General is an independent office holder and the Kenya National Audit Office is an independent office. All that Treasury does is to receive his reports for direct onward transmission to the House. We just table those reports to the House. They are then forwarded to the relevant Committees which are largely, the Public Accounts Committee (PAC) and the Public Investments Committee (PIC) to do the necessary investigations into the various expenditures by line Ministries. But all points raised have been noted and, indeed, will be taken into account, going forward."
