    "content": "have people living in rivers like boatmen and a country considers it dangerous for them to live there because there is going to be a hurricane, what they do first is to mitigate how and where they will relocate those people. So Madam Temporary Speaker, when we are talking about making sure that those people are safer, that there is that wayleave that is clear, can the first issue be where will those people be relocated to? When there is a comprehensive plan to take them there, then remove them and show them where to go. That has to stop otherwise, we are living in a country where people who live below that line have no rights and we have a Constitution that has got the Bill of Rights. We should simply not allow it. Shelter, no matter how good, bad, deplorable, or significant is a right of every Kenyan. What we should do is to ensure that it is in the right way and in the right place and do what we should do as Government. I support Madam Temporary Speaker."
