    "content": "Madam Temporary Speaker, one of the Senators mentioned here yesterday that the when the then CDF was introduced many people were complaining about it. However, in the long run we have realised that it has helped in the constituencies. When I was a Member of the National Assembly we used that money to build a lot of schools, health centres and water pans. It was very useful to the constituents. At that time, you had to run up and down in the Ministries to get the funding. Ever since the money was devolved to the constituencies a lot has happened."
