    "content": "We also established the County Budget and Economic Forum (CBEF) which can do a lot in theory but is doing absolutely nothing in practice because they are controlled by the governors. When we call the governors before the Committee on County Public Accounts and Investments and ask them about the establishment of these budget and economic forums, they say they have established them. The question is; how effective are they? The private sector has repeatedly told us that they want to be part of the CBEF. When we meet the Kenya Private Sector Alliance (KEPSA) during the annual round tables, one of their usual grievances is that they are not involved and where they have nominees, those nominees are just there for tokenism because all the decisions are done by the governors."
