    "content": "Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this important Bill. I wish to associate myself with the sentiments made by my fellow Senators and support this Bill, which will go a long way in entrenching devolution in the counties. Majority of the projects are now at the whims of the governors and the County Executive Committee Members (CECs). Most of the projects are of high value and they sometimes run for two or three years and at the end of the day, there is no direct benefit on the members of the public. However, this Bill attempts to bring development closer to the people and that has been the intention of devolution right from the beginning."
