    "content": "I am happy that my Committee was given the mandate to move the agenda of the Bill forward even after the Senate Business Committee (SBC) had initially been involved. That is why we have this Committee before the House today. I am happy that Members have appreciated the work that has been done. The Bill in its current form is much better than it was before. I do not think it offends any part of our law. Should there be any part that offends the Constitution, PFM Act and other laws, I urge Members to come with their proposal for amendment at the Third Reading so that we can improve on it."
