    "content": "Sen. (Dr.) Zani is on to something and maybe we are not giving enough attention to some of these long-term developmental and existential issues. We are worried that sometimes counties are being looked at as unsustainable units. Therefore, if we look at this report and see the health of our counties and where the gaps are in terms of the financial sustainability, programmatic and service sustainability and other governance issues, it is going to form a very good basis on which we can exercise our mandate of oversight, representation and legislation. This is because we will then be able to legislate in terms of what the gaps will reveal, and oversight where they point to, maybe, below optimal stewardship of our resources."
