    "content": "We know, under the PFM Act now the counties are supposed to make budgets with 70 per cent Recurrent, and 30 per cent Development expenditure, respectively. Out of that 30 per cent, we are saying not less than 15 per cent should be allocated equitably among the various wards within the counties. Madam Temporary Speaker, this allocation is complementary to any other development efforts by the county government or any other agency. The fact that these wards have got that money should not preclude them from getting other funding."
