    "content": "The fourth reason why we should support this Bill is because it is a constitutional obligation. Article 176 of the Constitution indicates objects of devolution. One of the objects is to provide for decentralisation of services. It is also one goal, aim and a principle of the Constitution. Article 176 and 174 ensures that you foster community development at the grassroots level."
