    "content": "Without this law, you do not have any statute to actualise that dream; you cannot be able to do that. Therefore, this Bill, in actual sense, is geared towards actualising a constitutional requirement. Otherwise, you would be having a situation where we have a constitutional provision that is not actually implemented. It is just an aspirational clause in the Constitution. We need constitutions to bite; we need constitutions that have real meaning to the wananchi. The only way to do that is to provide for this because it gives procedures of effectuating that constitutional provision. It gives some prescriptions, and that is a win."
