    "content": "The national Treasury and the National Assembly also need to be informed that this is not a money Bill. They had raised concern whether we are creating a money Bill or not. No, we are not creating a fund. There is no fund. In fact, even the title has been changed – it is the County Wards (Equitable Development) Bill. So, we have done away with the term ‘fund’ that was in my original Bill. Therefore, the concerns of the national Assembly and the national Treasury have been taken care of because it is not a money Bill."
