    "content": " Thank you, Hon. Speaker, I think this House has made a decision in the past to limit debates and define how long we need to take on other Bills and Motions. However, we did not consider cases where a Bill which has been passed by this House and forwarded to the Senate for concurrence is returned from the Senate with amendments. It was open ended that we could debate that Bill even forever. Now, the HBC decided to look at it again and limit debate to one-and-a-half hours maximum with just 15 minutes to move and reply, and the other Members including both Leaders of the Minority and Majority Party to take five minutes each. This is basically a Procedural Motion and we are asking this House for concurrence. I second."
