    "content": " Thank you, Hon. Temporary Deputy Speaker. First, I want to thank the Committee for the work that it has done. The Committee Members have tried their best. However, I want to challenge those who are saying we have allocated a lot of money to the counties. The Kshs310 billion is not small and neither is it equal to the services that you have devolved to the counties. Hon. Temporary Deputy Speaker, many services that have been devolved are those that target the common mwananchi . That is why we are always competing in this House; that we need to see the budgets allocated to counties being bigger than what you have given them now. We are complaining that the counties are not doing anything. However, compared to the budget that you have given them, we cannot blame them. Although there is wastage in the counties,"
