    "content": "Having said so, I want to say that it is time they remained with the express permission of the party. I want to remind the Government that with the new Constitution, the Government must move speedily to complete the resettlement of IDPs. Otherwise, they will attract civil suits. The IDPs have been out there in the cold for the last three years. How can they celebrate a new Kenya? How can they enjoy the Second Republic, when they are out in the cold?"
