    "content": "It you read the Standing Orders as amended in the 11th Parliament you will notice the earlier efforts we made in trying to address that and some of the complications that accompanied it. Indeed, you are also aware that, previously, the Standing Orders that we inherited in the 11th Parliament provided that Questions will be asked to Chairpersons of Committees. Chairpersons got written responses from CSs, but when they read them here, many of you said they were unsatisfactory because the Chairs of the Committees cannot represent the Executive. So, it is work in progress. I hear you, Hon. Wanyonyi. But, if you are so minded, obviously, you can make proposals to the Procedure and House Rules Committee for consideration so that it does not become debate at this point."
