    "content": "As the Mover said, the implementation of this Protocol will be both short term and long term. There are certain things we can do which are in the short term and should be done immediately. For example, we need to engage the Office of the Attorney-General to make sure that the steps that are required to implement this Protocol are started immediately. We should encourage them to embark on this because of the benefits that the Protocol will accrue for this country. The implementation of the right of establishment and residence will be long term. The implementation of the short term scope of the Protocol like the right of entry, which we have already started doing, should start immediately."
