    "content": "I moved a Bill in this House to set up the National Drought Management Authority. If we intervened and allocated enough resources to that Authority, we would not be experiencing the effects of drought. We even have a Fund that should have been established. If that was done during the budgeting process, we would not be crying about this crisis and looking around for funds now.
