    "content": "Hon. Temporary Deputy Speaker, the Government is being reactive in this case. They are only addressing the screaming headlines on the television and in the media. We want the Government to move very fast. The assessment which is conducted by the National Drought Management Authority normally provides a target group of people who are more vulnerable than others. For example, we have more than 100,000 people who are affected by drought in Samburu County. There is shortage of food and water. The herders have moved to far-flung areas to look for pasture and water. The elderly and children are left at home without food."
