    "content": "At the outset, I would like to remind the Government that it needs to carry out an audit on the system of mitigating issues related to hunger. It must also touch on planning because food is a matter of security in any country. I am happy that the census exercise will be carried out this year. We want, through the national census, to determine a projection of how many people face starvation from this year, next year and the year after. We are not supposed to blame the national Government or county governments only because matters of food security are related to intergovernmental relations."
