    "content": "I do not want to repeat what my colleagues have said that it is shameful and embarrassing for a Government that claims to have been elected not to feed its people. The cardinal responsibility of any Government worth its salt is to secure and feed its people. If it cannot do that, it does not need to be in office. A Government that has failed to plan has planned to fail. It is very clear that the Government planned to fail. Drought is with us year in year out. I have heard my colleagues saying that devolution should have cured this problem. But what the Government has done is devolve the word “agriculture”, but not the functions and resources of agriculture.
