The weak are these individual owners of land in various places. Secondly, I do not see sufficient clarity on land ownership. You can own land by virtue of certain legal or quasi legal rights, either through inheritance or purchase or some other recognition that lies in the law. Under the current thinking on issues of compensation, there are people who simply need compensation on the basis of rights. You have put your kiosk there, a line comes up and your kiosk is being removed. Probably, you had rented the land informally. The right type of ownership also needs to be clarified."
