Hence, it does not warrant the changing of the title and the content of the Bill to refer to it as “Land Use Planning Bill”. In a nutshell, I note that the Committee did not just rely on the legal advice in rejecting the Senate amendments but they also considered expert advice on the meaning of the two terms: “Physical Planning” and “Land"
