    "content": "Thank you, Mr. Speaker, Sir. First, I want to congratulate my sister, Sen. (Dr.) Zani, for raising this very pertinent matter. It is a known fact that we do not have enough teachers either in primary or secondary schools. We also do not have enough tutors in Technical and Vocational Education and Training (TVET) institutions. A policy is being whispered around or rumored, if you like or please, that there will be a 100 per cent transition. Mr. Speaker, Sir, if you come to my county, you will find that there are no trainers and no facilities. It would be important when giving a response to this very weighty issue to assure stakeholders like us, Senators, and other people who mean well for our children that besides the intention to catch up with recruitment of tutors, trainers and other facilities, there are, indeed, resources that have been set aside to ensure that this policy works. This policy if not properly implemented with the requisite resources, it is likely to marginalize other areas that are currently marginalized. I thank my colleague, Sen. (Dr.) Zani, for raising a very important issue and I am totally in agreement with her."
