    "content": "The Bill has three very key components in its various parts. The first is to ensure that there is an overarching body that is in charge of natural resources across the various counties. In the first Bill, that is, The Natural Resources Benefit Sharing Bill, 2014, it had been put as an authority. When the Bill went to the National Assembly, it was termed a money Bill, we suspect maybe partly because of having an authority. In this Bill, 2018, we have changed to a commission, body or organisation that already exists, called the Commission on Revenue Allocation (CRA) that is already in place. We, therefore, do not have to create another institution."
