    "content": "Clause 8 provides the ratio of sharing revenue. For example, hypothetically if we have 100 per cent of the money in the kitty, 20 per cent will be paid into a Sovereign Wealth Fund established by the national Government. The remaining 80 per cent will be divided at the county level where 60 per cent will go to the national Government and 40 per will go to the county governments."
