    "content": "I just want to stress on one thing. In Clause 10(2)(c), there will be five persons elected by the local community where the resource is found. It is from the five persons that we will get a chairperson. Other members will be the CEC member responsible for finance and the chairperson of the committee of the respective county assembly responsible for matters relating to natural resources. Since we want the local community to have a say on development projects from their resources, then the chairperson will be elected from one of the five elected members."
