Senators, let me take this opportunity to remind Standing Committees that petitions hold a very central role in our governance as they avail a mechanism in the House for the public to exercise a right granted in Articles 37 and 119 of the Constitution. I, therefore, once again, urge committees to deliberate on them with the seriousness they certainly deserve. I note that a big number of petitions are still pending before various committees. Lastly, hon. Senators, and as the Speaker has confided, pursuant to Article 132 (1) (b) of the Constitution of Kenya, the President of the Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces is scheduled to address a Special Sitting of Parliament on Thursday, 4th April, 2019 at 2:30 p.m. In this regard, the Senate Business will not schedule regular business on that day. Mr. Speaker, Sir, I thank you and hereby lay the Statement on the Table of the Senate."
