    "content": "Mr. Speaker, Sir, I want to join my brother, the Leader of Majority and the Nairobi Senator in emphasizing that this is a serious matter which needs our attention. What we should start interrogating first, even before we start looking at the legal framework, is the capacity of the governors that we have. I want to state here that I reside in Nairobi from Monday to Friday and I have very serious issues to deal with the Governor of Nairobi in the manner he governs this City. Therefore, I would like the Committee to go further and look into ways in which this Capital City is being governed. This calls for a constitutional audit and even a deeper interrogation on the quality of governors we are going to elect. We have seen governors who have fake degrees, which are being accommodated by Independent Electoral and Boundaries Commission (IEBC) because IEBC has no database to ascertain whether these degrees are genuine or not."
