    "content": "Thank you, Mr. Speaker, Sir. I want to commend Sen. Sakaja for this important Statement. The Committee on Justice, Legal Affairs and Human Rights and the Committee on Devolution and Intergovernmental Relations have been looking at some of the amendments. The court did pronounce itself on how deputy governors can be replaced and how to make our county governments efficient. We are also facing problems with the issue of speakers. The more we stabilise our county governments, the better for all of us because we will be able to prevent corruption or lack of proper governance structures. There is a Bill that was sponsored by Sen. Cheruiyot that sought to remove Nairobi City County from the 47 county governments because of its significance in Kenya and its strategic position in East and Central Africa. However, I know that it is a long shot in terms of trying to achieve some of these issues.
