    "content": "Mr. Speaker, Sir, the new Constitution has been billed as the most important event in Kenya’s history since our Independence in 1963. It is in this regard, that the Government took a decision to invite a number of foreign Heads of States and Governments to grace the promulgation ceremony among them, President Omar Al- Bashir of Sudan. I would like to speak specifically, on President Omar Al-Bashir’s presence at the ceremony due to the concerns raised by many Kenyans about this visit."
